COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS, INTELLIGENCE, SURVEILLANCE AND RECONNAISSANCE Command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) programs are administered by the Department of Defense (DoD) and are designed to offer support to the military commanders in combat. The purpose of the C4ISR programs is to ensure that military systems are interoperable and provide the support and efficiency required for successful operations worldwide. By implementing the C4ISR programs, the DoD is able to collect, process and disseminate an uninterrupted flow of information, and at the same time prevent their adversary's ability to do the same. The goal for the DoD is to establish and maintain this form of information dominance to support military operations. The C4ISR programs are specific and are based on rapidly changing technologies. There are three components to updating the projects: utilization, modernization and acquisition.
